In October 2018, the Tahoe Regional Planning Agency (TRPA) Governing Board approved a new Shoreline Plan for Lake Tahoe. The Shoreline Plan lifts a longstanding moratorium on new shorezone structures at Lake Tahoe, setting caps and regulations for new shorezone structures such as piers, moorings, and public boat ramps. This means that new piers and moorings are being approved, based on an application process. The Shoreline Plan allows for a maximum of 10 new public piers and 128 new private piers. Up to 12 new private piers may be permitted every two years with any remaining balance rolling over to subsequent years. 

The TRPA held a pier lottery in June 2025, with the drawing conducted on July 16th. A limited number of permits were issued, prioritizing multiple-parcel piers. Selected applicants will now be invited to submit full pier applications.

Single Parcel Pier 2025 Allocation Recipients

TRPA allocated two single-parcel piers, as one allocation was returned to the pool from the previous allocation period. Of the 56 proposals received, 52 were eligible for the random drawing. Now, the two single-parcel pier projects have the opportunity to submit a complete New Pier Application to TRPA. Both single-parcel piers were on the California side of Lake Tahoe.

Multiple Parcel Pier 2023 Allocation Recipients

During the 2025-2026 pier allocation period, TRPA allocated 11 multiple-parcel piers. A total of 22 multiple-parcel pier proposals were reviewed based on the prioritization criteria outlined in the TRPA Code. As a result, one proposal was selected outright to submit a complete New Pier Application. There were 17 projects tied for the second through eleventh multiple-parcel pier allocations, which was decided by a random drawing on July 16, 2025. Below are the final selected projects that may move forward with a full application. Five of the eleven multiple-parcel piers are on the California side of the lake, while six are in Nevada.
